Material Oceanic theme

A slightly lighter material theme for atom - based off the material-oceanic terminal colour scheme by carloscuesta. Seriously, all hail carloscuesta, if you like the colour palette like I do then thank them 😉.

If anyone has any suggestions (bear in mind that colours of specific languages are dependant upon the syntax highlighting plugin you're using for that language) please open a merge request or an issue, perhaps showing examples if you can.
